Are you sure this soft landing policy will be honoured? I know Loyalty Lobby first reported it on on September 8 (https://loyaltylobby.com/2023/09/08/marriott-bonvoy-2024-elite-status-soft-landing-policy/) and at the time, the Marriott website did reference downgrading members being offered “one tier below their current status” (https://cdn.loyaltylobby.com/wp-content/uploads/2023/09/Marriott-Elite-Status-Soft-Landing.png).
But if you visit that Marriott link now (https://help.marriott.com/s/article/Article-34363), the text has been updated to just say “Members who did not re-achieve their existing Elite status in 2023 will be downgraded” with no mention of “one tier” or anything suggesting a soft landing will be granted. See the screenshot you posted: https://princeoftravel.com/wp-content/uploads/2023/09/Screen-Shot-2023-09-09-at-6.27.50-AM.png.
I tweeted at Marriott Bonvoy on Twitter and sent them an email for a clarification, and they responded with this vague answer: https://twitter.com/MBonvoyAssist/status/1704246843427655719
“Hi Will, Thank you for reaching out. We do not have any updates to share on this. Marriott Bonvoy’s annual Elite business processing will begin early next year. For updates keep an eye out for updates to your account via email.”
