Ricky, do you know if passengers only transiting (for four hours) through Hong Kong on Cathay Pacific must submit a negative Covid test as well?

By a strict reading of the government’s announcement, the answer would be yes, as you’d be arriving in Canada on a flight originating in Hong Kong.
Best to double check with Cathay Pacific.
To me this doesn’t make sense because what if a passenger from China transits through a country that doesn’t require them to test, then they wouldn’t have to provide a negative PCR Test?
